What is a Secondary Plan?

A secondary plan is a land use study and plan for a particular area of a municipality that is prepared as an amendment to an official plan. Typically, a secondary plan will provide more detailed policies for an identified growth area to guide growth and change. It is a growth related planning tool.

County Road 93 North Secondary Plan

The County Road 93 North Secondary Plan area is one of three identified Secondary Plan areas in the Town's Official Plan. Section 3.6.6 of the Official Plan identifies this area as a strategic location for future growth. However, prior to any growth occurring, a secondary plan study should be undertaken and developed to coordinate and set out growth and development opportunities in a comprehensive manner.

The Town is commencing a scoped Secondary Plan Study of five parcels within the Secondary Plan Area. The goal of the Secondary Plan Study is to expand the Town’s urban area in a planned and comprehensive manner and will result in amendments to the Town’s planning documents. The Secondary Plan will cover the following studies:

  • Planning Justification
  • Servicing Study
  • Transportation Stu
  • Storm Water Management Report
  • Urban Design Report
  • Archeological Assessment
  • Natural Heritage Evaluation, including Species at Risk Assessment

The five properties proposed for the Secondary Plan study include the following and can be seen on the map below:

  • 9332 County Road 93
  • 9378 County Road 93
  • 9422 County Road 93
  • 9421 County Road 93
